MANILA – The movement of people will again be subject to protocols in areas under enhanced community quarantine (ECQ).
The National Capital Region is under ECQ from August 6 to 20 while Laguna, Iloilo City and Cagayan de Oro will be under ECQ only until August 15.
The Interagency Working Group for the Management of Emerging Infectious Diseases, in omnibus guidelines with amendments released Thursday, ordered local government units (LGUs) to ensure the free movement by land, air or sea of all types of goods and cargoes to and from their respective destinations regardless of the existing Community quarantine classification.
A maximum of five personnel of delivery vehicles carrying goods and cargo are exempt from any testing and quarantine protocols that may be imposed by LGUs en route to the point of destination, provided they strictly adhere to the measures. social distancing.
The Philippine National Police have the authority to conduct inspection procedures within checkpoints to ensure that strict home quarantine protocols are followed.
The movement of authorized persons out of their homes (APOR) through areas placed under any form of community quarantine is authorized.
APORs include frontline health and emergency workers, uniformed personnel, government officials and employees on official travel, duly authorized humanitarian aid actors, especially those carrying medical supplies and laboratory samples linked to Covid-19, drivers of public utility vehicles, people traveling for medical or humanitarian reasons, people for whom vaccination is planned, people benefiting from the consular services of the Ministry of Foreign Affairs, people traveling to and from the airport, and Filipino Overseas Workers (OFW) with Work Abroad Certificates as well as those whose purpose of traveling to the destination area is for work , business or activity that is also licensed in the fields under the ECQ.
Authorized shuttle services are allowed to travel within and through areas placed under any form of community quarantine, with priority given to people providing frontline health and emergency services, according to the resolution.
The IATF allows overseas travel by Filipinos subject to the following requirements.
-For those traveling on tourist or short-term / visitor visas, presentation of confirmed round-trip tickets and adequate Omnibus guidelines on community quarantine with travel and health insurance to cover travel interruptions and hospitalization in cases of Covid-19 infections during their authorized period of stay abroad;
-Execution of a declaration from the Immigration Office, recognizing the risks associated with the journey, including the risk of delay in their return journey, to be provided at check-in counters by airlines;
-Whenever the destination country or airline requires it, a negative Covid-19 test result will be taken in accordance with the health and safety protocols of that destination country or airline; and
– Upon their return, they will follow the guidelines of the National Working Group for the Management of Return of Filipinos Abroad.
“The foregoing provisions should not be interpreted as allowing Filipinos to travel overseas to countries where travel restrictions are in place; and finally, this is without prejudice to the exercise of the mandate of the Immigration Office with regard to departure formalities, ”the resolution reads.
Returnee OFWs and Filipinos returning overseas with Ministry of Health or Quarantine Bureau (BOQ) quarantine certificates will be granted unimpeded passage through areas en route to their final destination, as well as as unimpeded entry into the final LGU of destination, regardless of the means of transport.
Inbound international travel
Incoming international travelers must undergo a mandatory 14-day quarantine and undergo a reverse transcription-polymerase chain reaction test on the seventh day from the date of arrival.
In the event of a negative test result, arriving travelers must complete the 10-day isolation period at the quarantine facility, with the remainder to be carried out in home quarantine.
The BOQ will monitor whether incoming travelers exhibit symptoms of Covid-19 during the 10-day quarantine.
Inter-zonal and intra-zonal movements of non-APOR between areas placed in general community quarantine and in general community quarantine modified for any purpose may be authorized but subject to reasonable regulations imposed by the LGU concerned and which must be submitted to the Ministry of Interior and Local Government.
