Logistics Coordinator (M/F) – based in Uganda – 12 months – Uganda

Epicenter is an organization created by Médecins Sans Frontières (MSF) in 1986. We carry out field epidemiology, training and research activities for MSF interventions. Our activities for populations in precarious situations are carried out from Uganda, Niger and France, and through the programs of MSF and others. They mainly concern infectious diseases and malnutrition.

The Ugandan Research Center conducts research activities on public health issues relevant to Africa, according to GCPs (Good Clinical Practices) quality standards, in close collaboration with MSF, Mbarara University of Science and Technology and other actors in the health sector. Current projects include clinical and vaccine trials, focusing on tuberculosis, HIV, central nervous system infections and yellow fever.

Epicenter is looking for a Logistics Coordinator for the benefit of the Ugandan Research Center. The main objective of this position is to provide technical logistics strategies and support to the research center, ensuring the relevance and consistency of logistics and supply activities, the adequacy of the means provided and compliance with Epicenter standards (GCP, GCLP and GPP), protocols and procedures to enable the development of the research center.

The position of Logistics Coordinator is under the hierarchical management of the Resources Manager in Mbarara, and in functional connection with the Technical Logistics Referent in Paris.

What you will bring

Skills to carry out your main activities:

Technical skills: supported remotely by the Epicenter referent(s), and in close collaboration with the Resource Manager, you define, implement and monitor logistics activities. You will participate in the development of the policy and the annual plan of the research center, the annual budget as well as study proposals and study budget revisions. You will be able to support the activities of the Research Center with logistical means, procedures and tools.

In order to facilitate the achievement of the objectives of the research center, you will be responsible for maintaining the following elements:

– GCLP accredited high-tech laboratory (biosafety 3)

– sample bank freezing units

– the electrical back-up of the laboratory and the warehouse

In this context, you will actively participate in:

– monitoring the maintenance of biomedical equipment on the Memo software with the Quality Manager

– the organization of the transport of frozen samples abroad with the laboratory team

– storage of study archives and monitoring of their destruction

You will be responsible for establishing and maintaining appropriate supply chain management of local and international supplies for the studies and the centre. It requires:

– ensure local procurement policy is followed with updated relevant documents (market assessment, suppliers/price lists, quotation analysis)

– generate and track international logistics orders on the portal

– ensure inventory management in the warehouse in compliance with GCP, GPP.

– ensure regular inventories of all supplies

You will be required to control and manage the implementation and monitoring of all logistics families on a daily basis: construction, transport, communications, water and sanitation, vehicles, cold chain, infrastructure, biomedical equipment, etc. your oversight, all Center technical activities must remain compliant with Epicenter standards, protocols and procedures.

You will report regularly to the Resource Manager on the development of ongoing studies, and on your following responsibilities:

– management of the vehicle fleet, renewal and administrative procedure for vehicle registration following payment of the government tax

– installation and maintenance of functional office and accommodation space(s), ensuring adequate working and living conditions for the team and visitors

– provide all logistical support to the local medical team according to their study needs.

– Develop reporting tools for logistics activities.

Team management skills: you will be called upon to coordinate transversal logistics specialties, to lead activities with different collaborators and partners, and to integrate yourself into a multidisciplinary, multinational and highly motivated team. In order to provide technical support to the logistics team through self-awareness and policy, you will demonstrate a willingness to share your expertise.

You will deal with potential security issues and focus on overall center security working closely with the resource manager for risk analysis, investigations, security incident reporting and policy update mission security if necessary.

In the absence of the resource manager and at the request of the director, you are able to oversee the management of security in the center and perform any other task that may be delegated by the resource manager.

You manage and organize the logistics team, in close collaboration with the resource manager, for the proper application of HR policies and associated processes such as recruitment, integration, training, coaching, briefing/debriefing, assessment, staff development and internal/external processes. Communication.

International context: You have an excellent level of English (oral, written). French is a plus.

Qualifications

Education and experience: You have a high-level engineering certification or related technical expertise. As a technician or engineer, you have substantial previous experience (at least 3 years) in a similar position within MSF or another NGO in developing countries and/or in a research centre.

You have a good command of computer software (eg Excel, Word, Power Point, Sharepoint etc.).

Transversal technical knowledge is required, and ideally including biomedical.

You are appreciated for your excellent written and verbal communication skills in English.

You have demonstrated an ability to work in a dynamic and rigorous environment, with skills in teamwork and cooperation, flexibility, stress management, and a “Results and Quality” orientation, with an ability to operationalize results .
